When my traffic reaches 2800 it shows error. Now using 80$ plan. what will be the issue? how much concurrent users will stand in 80$ plan?

It really depends on your application and the resources that it needs. I would recommend trying to identify what exactly is causing the error and trying to fix it before adding more resources to your droplet.
Also, another advice here would be to run some stress tests in order to see what exactly how your application and droplet performs under specific load:
