I would like to know if the hosting administration panel for managing websites and emails is cPanel, but also if there are other options. Should we add the license value of cPanel or another administration system for websites and emails in packages in addition to the database, etc.?

cPanel is a third party application managed through our Marketplace. New installations of cPanel come with a 15 day free trial. For further use beyond that point a valid license will need to be purchased directly through cPanel. https://store.cpanel.net/view/cpanel/license-options?type=VPS

DigitalOcean is only a provider for machines and services like Kubernetes, Databases etc. They do not provide any server setup for example Cpanel.
It is your own decision how you would like to setup your system and what to use. Therefor you can install any website management software you like.
