How to find server blackout time?

I am facing with web server blackout with one of my websites. I inform my service provider and they say it is under maintenance or so. Or sometimes reject my claim. I would like to know if there is any service which sends me alert once my server is down.

I also need to ping the web site with https and http sometimes to find out it is up or not. I am not sure if I’m right.

@behsatravel you can use zabbix to monitor your servers and the services running on them. You can also use gtmetrix to monitor your website.
