I setup Ubuntu, Apaceh, PHP and MySql following the documentation but can not access my site at 139.59.254.150 What else do I need to do?

To me, it looks like that either the Apache service is not running or your firewall is blocking the connections.
First check if Apache is running:
systemctl status apache2
If Apache is not running you could start it with:
systemctl start apache2
If Apache is running, check if ufw allows TCP connections on port 80 and 443:
ufw status
If this is the case, you can follow the steps from this article here on how to configure your ufw:

I did all that was mentioned on the link. I had done so while installing Apache as well. But still can’t access. I also added a domain (newly registered) to my account and changed the nameserver to be of DO but it still doesn’t point.
